Provide technical support and assistance on use of GIS applications for the ECP;
Assist in establishing and configuring GIS lab with newly acquired hardware and software;
Provide technical assistance in implementation of GIS pilot project;
Assist in evolving strategy and procedures for acquisition of GIS data, preferably from available sources;
Compile geographic data from a variety of sources including census, field operation, satellite imagery, aerial photographs and existing maps/datasets;
Create maps and graphs using GIS software and related equipment;
Draft user and technical manuals, and system documentation on the operation and maintenance of GIS applications, metadata and databases;
Linkage of GIS database/applications with ECP's related databases such as electoral rolls, polling stations, and election results;
Capacity building of ECP's technical staff and end-users/operating staff on the use of GIS applications through training and coaching on GIS data management and application development;
Identify, evaluate and define GIS applications for the ECP for full-scale implementation keeping in view, technical, operational, legal and financial aspects;
May involve field traveling to ECP's provincial and district offices;
Assist in drafting of reports, briefing documents and development of strategy papers on these topics; and
Other duties as assigned.
Master's degree in Computer and Spatial Sciences with specialization in GIS technologies from a reputed university, or equivalent practical experience;
Minimum ten (10) years of relevant thematic and programmatic experience;
Expertise in GIS development using ESRI ArcGIS suite;
Experience in constituency delimitation using GIS highly advantageous;
Excellent interpersonal/representational skills;
Ability to produce high quality output under work pressure and within time constraints;
Experience of working with international NGOs or similar organizations ; and
Fluency in written and spoken English.
