Free and Open Source Tools and Applications are rapidly increasing in number and quality. Many and different actors are involved in such a kind of process: large and small companies, professional practitioners, public agencies, universities, research centers but also simple map lovers.
The present congress on free and open source Geographic Information Systems (GIS) offers a unique opportunity for Latin American developers and users to meet and discuss, identifying needs and interchanging ideas for research and development in the field. The congress has been structured in a way to promote open discussions on general and technical issues for the implementation of Open Source GIS (OSGIS) projects in Latin America.
The main congress activities involve the LatinOSGIS conference, which aims at foster interdisciplinary discussions in all aspects of the geospatial and free and open source domains; a national conversatory on OSGIS issues among public national institutions to identify migration strategies from proprietary systems in order to implement the national policy; and, a practical course introducing OSGIS software.

The congress will take place at the facilities of the Faculty of Electrical Engineering and Computer Science of the Escuela Superior Politécnica del Litoral -campus Gustavo Galindo- located in the city of Guayaquil, Ecuador.
